Caracas Beach and other areas accessed from the Caracas Beach road will be closed approx. 12 weeks from Feb 1 due to NAFLAC repairs. We include the text from the VNWR Public Announcement for your reference.

As part of the US Navy’s ongoing environmental remediation in areas of the Vieques National Wildlife Refuge, Navy contractors will be investigating potential munitions items in Caracas beach and adjacent areas. These beaches were formerly used by the Navy for amphibious landing training exercises and have undergone previous munitions clearance. The planned Time Critical Removal Action (TCRA) is an additional precautionary measure.
Thus beginning on Monday February 1st 2021, the Navy contractors will be closing the road that provides entrance to Caracas beach, Playuela beach, Corcho beach, Tres Palmitas, Puerto Ferro Bay, Tapon Bay, Tapon trail, Cerro Caracas trail, Playuela trail and Cerro Playuela trail. These areas are expected to remain closed for all visitation and public activities for approximately the next eight weeks. (Please refer to map)
The other public areas of the Vieques National Wildlife Refuge will remain open to all visitation and public activities, under the current hours of operations. Monday to Sunday from 3:00 pm to 6:30 pm on the east tract of the wildlife refuge. Playa Grande and Punta Vaca on the west tract of the wildlife refuge is open Monday to Sunday from 7:00 am to 6:30 pm. Night fishing schedules will not be affected by this temporary closing.

Aviso Público Como parte de la remediación ambiental llevada a cabo por la Marina de los EEUU en el Refugio Nacional de Vida Silvestre de Vieques, contratistas de la marina estarán investigando posibles municiones en Playa Caracas y áreas adyacentes. Estas playas fueron utilizadas anteriormente por la Marina para ejercicios de entrenamiento de desembarcos anfibios y han sido objeto de limpiezas previas de municiones. La Acción de Remoción de Tiempo Crítico (TCRA, por sus siglas en inglés) previsto es una medida de precaución adicional.
Por lo tanto, empezando el lunes 1ro febrero 2021, contratistas de la Marina cerraran la carretera de entrada a playa Caracas, Playuela, playa Corcho, Tres Palmitas, Bahía Puerto Ferro, Bahía Tapón, vereda Tapón, vereda Cerro Caracas, vereda Playuela y vereda Cerro Playuela. Se espera que estas áreas permanecerán cerradas aproximadamente por las siguientes ocho semanas para todo tipo de visitas y actividades públicas. (Favor de referirse al mapa)
Las otras áreas públicas del Refugio de Vida Silvestre de Vieques permanecerán abiertas a las visitas y para actividades públicas, bajo el horario de operación actual. Lunes a domingo desde las 3:00 pm hasta las 6:30 pm en el área este del refugio de vida Silvestre. Playa Grande y Punta Vaca en el área oeste del refugio de vida Silvestre están abiertas de lunes a domingo desde las 7:00 am hasta las 6:30 pm. Los horarios de pesca nocturna no se verán afectados por este cierre temporero.
